ACHD outlines project programming and Kuna priorities; council adopts transportation priority list

Rebecca Phillips and Mindy Wallace of the Ada County Highway District (ACHD) presented how ACHD programs projects for its five-year plan, explaining the planning inputs, funding sources and the agency's role in reviewing local development.
Phillips said ACHD uses city and county comprehensive plans, the Communities in Motion travel-demand model, asset management and the capital improvement plan to prioritize projects. Funding sources include federal and state grants, vehicle registration fees, development impact fees (used for capacity projects), property taxes and highway-user funds.
ACHD staff highlighted Kuna-area projects proposed for 2025'27 and beyond: pavement and pedestrian improvements on Avalon Street, Linder Road (Main Street to Deer Flat) and Swan Falls Road to Second Street, plus other corridor and ADA work. Mindy Wallace summarized how ACHD reviews development applications for compliance with Section 7,200 of ACHD's policy manual (technical standards for development), typical staff-report contents, and site-specific mitigation ACHD can require (pavement, sidewalks, turn lanes, traffic calming and right-of-way preservation).
Following the presentation, the council considered and approved Resolution R23-2025, the city's prioritization request to ACHD. The resolution moves Avalon Street (Bridge Ave to 10 Mile) up the capital priority list for widening to three lanes with curb, gutter, sidewalk and bike lanes, and advances intersection improvements at Deer Flat Road and K Street (ACHD shows a roundabout on its plan; the council emphasized pedestrian safety given proximity to schools). The council also added community-program items, including an interim asphalt pathway on Avalon (10 Mile to School Ave) and completion of an unimproved mid-block section of K Ave from Deer Flat north to Trophy Street.
Chief Mike Fortusco said parking at the high school contributes to congestion near Deer Flat and K Street and that the school district has limited capacity to add parking. ACHD staff said they had installed some signs to reduce parking conflicts near the high school.
The resolution passed by voice vote with no roll-call opposition recorded.
