Council approves annexation and area-of-city-impact amendment for 3.1-acre parcel near Eisenman Road

The Boise City Council approved CPA 24-2 and CAR 24-19 to amend the city’s area of city impact (AOCI) and annex approximately 3.1 acres along Eisenman Road into city limits with an Industrial I-1 zoning designation and airport influence area and wildland-urban interface overlays. Planning staff said Ada County Development Services supported the proposal and that the parcel is contiguous to the city and consistent with the surrounding industrial land uses near I-84 and the Micron campus.
The annexation will allow the parcel to be reviewed under the modern zoning code and a future design review permit for a truck-wash facility. Planning staff said no public agency objected and that airport influence and wildland-urban-interface overlays were included to protect sensitive resources and to align the parcel’s regulatory framework with nearby properties. The Planning and Zoning Commission recommended approval prior to council consideration.
Council members said the parcel is well-suited for industrial uses and that the annexation provides a clear city boundary along Eisenman Road. Council members also noted that, if development proceeds, sewer and other utility connections will be reviewed as part of design review and permitting.
Action: The council’s motion approved the comprehensive plan amendment and annexation and adopted the reason statement in the staff report. The motion passed by roll call; the city clerk recorded approval.
