The Syracuse City Planning Commission voted to recommend that the City Council remove one remaining undeveloped parcel from the Shoreline development agreement and rezone the lot from RPC/development-agreement standards to A‑1.
Noah, a city staff member, said the parcel is one of the last lots in the Shoreline project and currently is encumbered by an existing development agreement that requires certain architectural and fencing standards. The owner wants to be released from those development-agreement requirements to allow a single-family home and uses allowed in A‑1 zoning, such as small livestock.
Shaylee Fornelius, who said she lives in nearby Layton but had tried to buy the lot, spoke in favor of the change and said her family wants to build a home there and keep a small number of animals. A representative for Cole West said the company has no objection to the amendment and supports the applicant’s request to be released from the development agreement.
Commissioners discussed that approval would permit one house and would not automatically allow future subdivision without a separate rezone and review. The commission voted to recommend approval to the City Council; the item will return to council for final action.
