Prospect Meadows funding request: City staff said the city received a formal request from Prospect Meadows asking for $460,000 to eliminate the city's outstanding obligation related to earlier project debt. Staff said the item was "received and filed" for processing; no formal council vote on funding was recorded during the work session.
Fiber/conduit and DOT cameras: Staff explained that Marion pays electricity for several Iowa DOT cameras along primary roadways that residents use; in exchange the DOT would provide access to fiber conduit strands shown on a map. Staff said there is no money exchanged in the agreement: the city pays electricity for DOT cameras and DOT grants conduit access for future use.
Bond issuance for FY26 capital improvement program: Finance staff (Leanne) advised council members that the proposed bond series for FY26 would be smaller this year (about $4.7 million). She said the city also has unspent proceeds from the 2019B series (airport improvements) and staff are coordinating with bond counsel and advisors (DA Davidson and Dorsey & Whitney) to evaluate whether to issue bonds this year or postpone to a larger issuance next year. Staff said the levy authorization is needed either way and that they would bring details back for council action.
Closed session for real estate: The council moved, seconded and voted to adjourn to closed session to discuss real estate transactions permitted under Iowa Code section 21.51(j). The legal counsel stated the subject was appropriate under section 21.51(j). A roll-call vote recorded "yes" votes from: Mr. Jensen; Mr. Miskman; Mayor Abel Atzley; Ms. Menser; Mr. Brandt; and another council member listed as "Mr. Surname" in the roll call transcript. The mayor then adjourned into closed session.
