Committee approves transfer of Chowchilla penalty funds to Chowchilla Water District account

The Madera County Groundwater Sustainability Agency (GSA) committee voted 2-0 on March 4, 2025, to forward a transfer of appropriations that will make Chowchilla Subbasin penalty funds available to the Chowchilla Water District.
Staff explained the transfer is an administrative housekeeping action to move $10,300 in penalties collected in 2023 into a newly created reimbursements account so the funds can be paid to the Chowchilla Water District for domestic-well mitigation work. “We created an account that’s called reimbursements where we’re being transparent about how we’re paying for things,” Stephanie, GSA staff, said. The item was described as routine but required a transfer because it differs from the board-adopted budget.
A committee member moved to approve the transfer and the motion was seconded. The committee recorded a roll-call vote with Directors Rogers and Gonzales voting yes (2-0). Staff said the reimbursements account will also be used going forward to receive and disburse future penalty funds for the same purpose.
