Council reviews ordinance language to clarify no-parking near intersections; staff proposes measuring from end-of-radius

City engineering and police staff presented a proposed clarification to the no-parking rule for intersections during the March 4 work session.
Staff said the current code'language (no parking within 10 feet of an intersection) has created inconsistent enforcement because officers and residents interpret the start of an intersection differently. The proposed change would measure the 10-foot no-parking restriction from the end of radius (EOR) where the straight curb begins to curve, rather than from other reference points, which staff said better prevents vehicles from parking inside the curb radius used by larger apparatus.
Staff showed a standard diagram of curb-box placement used when paving and said marking box-outs on new curbs will make the EOR visually identifiable for enforcement and the public. Police and engineering staff said they do not plan immediate punitive enforcement; the city intends an education period and public outreach before citations are issued.
Council members asked whether the 10-foot restriction applies to stop-sign approaches on both sides of an intersection; staff said clarifying the EOR language will provide a consistent measurement and that the rule is intended to keep corners clear so fire, waste and snow-removal equipment can turn without encroaching on parked cars.
Staff presented the proposal as a first reading and requested council feedback; further readings and formal ordinance adoption will follow if the council directs staff to proceed.
