Board of Voter Registration thanks council for new facility, reports turnout figures and requests poll worker pay review

Angela Upchurch, director of the Colleton County Board of Voter Registration and Elections, and deputy director Cynthia Williams briefed the council on the office's move into a new facility and the administration of the 2024 general election.
Upchurch said the new office's layout eased a last-minute statewide scanner upgrade and supported early-vote operations. She reported that of 18,381 votes cast in the referenced election, 9,916 were cast during the early-voting period and that the office served a record approximately 650 curbside voters. The drive-through design of the new facility, she said, enabled convenient service for elderly and handicapped voters.
Upchurch praised poll workers and managers for their work during early voting and asked council members to consider a budget supplement for poll managers and precinct clerks. She said precinct poll managers receive $135 for training and election-day service and that clerks receive $195; the board requested the council consider a supplement to increase those amounts to help with recruitment and retention.
The board thanked several county staff and officials by name for assistance with the facility renovation and election execution, and invited council members to tour the new office. The council did not take immediate action on the request but heard the presentation and said county staff would follow up on budget questions.
