Swain County commissioners discussed forming an animal control ordinance review committee during the March work session and agreed to contact applicants ahead of making appointments.
Commissioners said several residents applied to participate, and county staff (Bonnie) reported roughly 12 to 13 applicants. Commissioners noted a distinction between two possible committees: an ordinance-review committee charged with drafting or recommending changes to the animal-control ordinance, and an operating committee named in the current ordinance that would oversee day-to-day functions. The board said it wants to confirm applicants’ intentions — whether they applied to review and revise the ordinance or to serve on the operating committee — before making final appointments.
Commissioners discussed a recommended committee size of five to seven members and suggested including representatives from the county health department, the county attorney’s office and a county building or animal-control official (commissioners suggested Jerry be included). Staff said they would reach out to applicants to clarify interest and would return names for formal appointment at the next meeting.
Why it matters: the county’s new or revised animal-control ordinance will set the rules for operations and any appointed oversight committee; confirming roles and membership now is intended to ensure ordinance language and operational responsibilities are clarified ahead of the shelter’s opening and any associated staffing or operational changes.
