Board approves $2.13 million in 2022 TA/SRTS SPET funds for Gregory Lane Complete Streets

The Teton County Board of County Commissioners unanimously approved March 4 the allocation of $2,130,588 from the 2022 Transportation Alternatives / Safe Routes to School (TASRTS) SPET funds to support the Town of Jackson’s Gregory Lane Complete Streets project.
Heather Overholser, Teton County Director of Public Works, presented the request and read the SPET ballot language for context: the voter-approved $15 million SPET (Special Purpose Excise Tax) funds transportation alternatives including pathways, sidewalks, the Stilson Transit Center and related transit infrastructure. Overholser said $10.58 million had already been committed (Wilson area pathways and Stilson Transit Center), leaving approximately $4.42 million available; the Gregory Lane allocation would leave about $2.29 million for other projects.
Johnny Ziem with the Town of Jackson confirmed that the requested allocation will complete the funding necessary to finish the Gregory Lane improvements. County commissioners asked about sales-tax revenue risk and cash flow; Overholser said she had coordinated with Treasurer Smith and the town on timelines and that the treasurer is monitoring projected receipts, noting staff will manage cashflow and potentially move project timing if needed.
Commissioner Carlman moved to approve the allocation; the motion was seconded by Commissioner Probst and passed unanimously.
Why it matters
Gregory Lane is a town project intended to add sidewalks and other complete-street elements for safe routes to school and local mobility. The board’s allocation uses voter-approved SPET funds already targeted to county and town transportation alternatives.
Next steps
Town and county staff will coordinate project timing and cash-flow management with the county treasurer and proceed with project design and construction as scheduled.
