Oswego board authorizes Frederick Quinn to design new public works facility

The Village of Oswego Board of Trustees approved a resolution authorizing a professional services agreement with Frederick Quinn Corporation (FQC) to provide schematic design and construction-phase services for the village’s new public works facility.
The resolution, approved by roll call, directs staff to complete attorney review and present two explicit construction options for board direction at the March 18 meeting. Village staff said the contract includes a $35,000 preconstruction fee for schematic design and bidding, monthly general condition fees during construction, and a construction fee of 2.5% of the total construction cost.
Village staff said officials solicited proposals from eight firms on January 10, narrowed that field to three on February 26, and interviewed all finalists before recommending Frederick Quinn Corporation. “In the proposal, the preconstruction phase will be $35,000,” said Steve, a village staff member who presented the item. He described the general condition rate as $27,500 per month to be finalized once a construction schedule is set, and confirmed that the total construction cost will determine the final fee amount.
Representatives from Frederick Quinn Corporation described recent local public works experience and the schedule range staff should expect. “We’re predicting between 13 and 18 months,” said Jack, a Frederick Quinn representative, when asked how long construction might take; staff said the timeline depends on the option the board selects and whether renovations to the existing building can proceed concurrently.
Trustees asked about oversight and cost control. The board was told a steering committee will be formed in late April or early May and that staff intends to include two village board members on it. Staff also said Frederick Quinn has been working with village staff over the prior three weeks to refine budget numbers and options, and that the board will receive two labeled options (A and B) in the March 18 packet; staff said option B will include a higher-cost build that the board can review for future planning even if the board intends to pursue the lower-cost option now.
The contract terms presented to the board included the following elements: a $35,000 preconstruction phase for schematic design and bidding; general condition fees billed at $27,500 per month during construction; and construction fees equal to 2.5% of final construction cost. Staff said the final total will be determined after the board selects a design option and the construction schedule is set.
The board approved the resolution authorizing the execution of the professional services agreement, subject to attorney review. Staff will present the two options and the updated budget at the March 18 meeting and form a steering committee in the weeks that follow.
The village did not set a final construction budget at the March 4 meeting; staff said the packet for March 18 will include the two options and associated budgets.
