The Wasco City Council took several routine actions and approved administrative items by unanimous roll-call votes.
Consent calendar: The council approved the consent calendar (items 10A–10F) in a single motion. Staff described these items as routine and noncontroversial; no items were removed for separate consideration. Motion to approve the consent calendar was made by Council Member Reina and seconded by Council Member Martinez; the vote was unanimous.
Parking citations: The council adopted a resolution authorizing the city manager or designee to finalize and execute a professional services agreement with Phoenix Information Systems Group for collection and processing of parking citations, with an annual fee of $5,940, subject to city manager and city attorney review. Staff explained the city did not have sufficient volume to justify bringing processing in-house and recommended the vendor as the most efficient, cost-effective option. The council moved, seconded and voted unanimously to adopt the resolution.
SEIU side letter: The council adopted a resolution approving a side-letter memorandum of understanding dated July 1, 2024, between Service Employees International Union (SEIU) Local 521 and the city, effective Feb. 20, 2025. Staff said the side letter extends the window for union orientation meetings from “first 10 working days” to “first 10 working days or as early as practical” and increases the allowed meeting time from 30 to 45 minutes. Council members confirmed the 45-minute meeting will be on city time. The council voted unanimously to adopt the resolution.
Record of votes (high-level): - Consent calendar (items 10A–10F): Motion by Council Member Reina, seconded by Council Member Martinez — unanimous (Aye: Mayor Medina; Mayor Pro Tem Saldana; Council members Martinez, Raya, Reina). - Phoenix Information Systems professional services agreement (parking citations): Motion by Council Member Martinez, seconded by Mayor Medina — unanimous. - Side letter MOU with SEIU Local 521 (effective 02/20/2025): Motion by Mayor Medina, seconded by Mayor Pro Tem Saldana — unanimous.
No items on the consent calendar were pulled for separate discussion. The approvals in this roundup are routine administrative matters or personnel-adjacent changes and do not in themselves change city policy or fees beyond the authorized vendor agreement and the documented side-letter terms.
