Council approves consultant agreement for parks, recreation and open-space plan

The Richland City Council approved Resolution 2025-33 on March 4, authorizing a consultant agreement with MIG to prepare a five-year Parks, Recreation and Open Space Plan (PROS Plan).
Joe Shishel, who presented the item, told the council the PROS Plan is required for eligibility for grants administered by the Washington State Recreation and Conservation Office. He said the update also will feed into the city's comprehensive-plan update and a separate citywide transportation-plan update, and that staff expect to run all three efforts as a coordinated, community-engagement year the city will brand as a multi-plan outreach effort.
Councilors had no substantive questions during the business-item presentation and approved the resolution by the consent process. The agreement covers consultant work to inventory facilities, engage community stakeholders, and produce the PROS Plan to meet state grant requirements. Staff advised council that two additional consultant engagements (for a comp-plan update and a transportation plan) are expected on future agendas.
No amendments or funding changes were made on the floor. The resolution authorizes the city manager to finalize the consultant agreement consistent with the terms presented to council.
