Machado told the council rain has delayed work on the 2551 project and that contractors have been excavating and removing old water line material. When asked whether the contractor meetings were resuming, Machado said meetings had been scheduled then canceled at times; he estimated the schedule was "a couple months at least" behind in places.
On the pump‑station water connection, Machado said crews had planned a tap on a main line for March 13 but encountered additional rot and excavation difficulties and pushed the work back a week. Contractors and North Texas (contracting parties referenced by staff) have agreed to pivot schedules to accommodate the extra excavation, he said.
Machado also reported the Dublin Road water‑line work remains "a mess" but crews have added a new crew to begin from the Betsy side when they are available. He said crews hit an unknown line on a Friday that caused a localized service issue but added the contractor has been working to manage traffic and keep the site safe. The director confirmed emergency vehicles can access the route where needed.
On the Chaparral intersection safety concerns, Chief Price said he will bring collision reports to staff for further review, and council members noted coordination with neighboring jurisdictions is ongoing for signage and stop‑sign placement.
The council asked staff to continue regular updates and to coordinate temporary traffic controls to ensure emergency vehicle access as construction proceeds.
