Bullhead City approves precast restroom for UTV/ATV trailhead; grant expected to cover most costs

Bullhead City Council on March 4 approved the purchase and installation of a precast restroom for the new UTV/ATV trailhead, with a total not-to-exceed price of $239,665.39 including contingency.
The council authorized buying the facility from CXT Precast Concrete Products (Spokane Valley, Washington) for $219,665.39, plus an allowable contingency of $20,000. City staff said the item was purchased under a Sourcewell contract and is budgeted; the vote was recorded as 7 in favor and the motion carried.
Assistant City Manager Eddie Gutierrez told the council the trailhead project is partially funded by a larger grant award totaling $1,398,000. Gutierrez said about $800,000 of the award came from federal recreational trails funds, about $300,000 from Arizona State Parks and Trails OHV/ATV funding, and the city placed $100,000 in contingency. Staff reported roughly $1,100,000 has been spent to date on the broader project and that the remainder of the restroom cost should be covered by the grant; staff estimated the city might need to cover about $10,000–$20,000 if final costs exceed grant coverage.
Public Works Director Angie Johnson said the precast restroom lead time is about five to six months with installation expected early summer. Johnson also referenced an Arizona statute requiring adult changing stations in publicly funded restrooms when space is available and, for larger remodels over $50,000, installation of baby changing stations. The council discussed security; staff said no cameras are planned at present, but council asked staff to explore camera options for a secluded area.
A resident asked whether the restroom would be on sewer; staff responded that sewer and water lines are already in place and the precast unit will be plumbed to those utilities when set on site.
The motion to approve did not record a named mover or seconder in the transcript; the council announced seven votes in favor and the motion carried.
