Council members asked whether McCall would have time to serve and whether he would reapply when the unexpired term ends. McCall said he would make the time and that he intended to reapply in June.
Motion to appoint McCall was made by Council Member Solgado and seconded by Council Member Chambers; the motion passed. City Manager Charles Daniels later noted McCall is a member of Alpha Phi Alpha Fraternity, Incorporated.
