Resident says easement access to Eastman remains blocked, urges city enforcement

Loa also referenced earlier city acknowledgment of encroachment on the property and said private parties previously were recognized by the city for building over existing easement lines. He asked the commission to enforce the plotted easement and to provide a path to restore access for affected residents.
