The provision in question — part of the council's existing rules last revised in 2021 — states that a tabled item will not return unless four council members request it. Several council members said the threshold makes it difficult to revisit items, while others said the higher threshold improves efficiency by preventing repeated reconsideration of items that have insufficient support.
"If 4 council members aren't even willing to discuss it, I think...that's just kind of inefficient use of our time," one council member said in support of keeping the higher threshold. Another council member called the four-vote requirement "a stupid rule" because it could indefinitely prevent discussion.
Council members discussed alternatives, including using Robert's Rules of Order or lowering the threshold to two or three members. City staff explained that Robert's Rules typically presume a tabled item returns at the next meeting unless a specific time is stated, but also noted that municipal open-meetings requirements and local practice create nuances.
The mayor said the rules had not been approved by the current council and proposed placing the rules on a workshop agenda for more thorough review rather than making immediate changes. Councilors agreed to discuss the rules at a future workshop; no change was adopted at the meeting.
The discussion followed a recent meeting in which council members cited a tabling decision they found problematic. Several council members said they would like the council to review the rules at the start of a term rather than midterm, but the mayor said the council may adopt changes at any time. The council did not take a formal vote to change the rules; it agreed to place the matter on a workshop agenda for further deliberation.
