Residents complain about splash pad reporting, parking and water billing questionnaire

Two Rosenberg residents used the council's public comment period to raise separate neighborhood and utility concerns.
Mary Jackson Lee, who gave her address to the council, said recent media coverage mischaracterized council intent on the splash pad and suggested management changes instead of charging children for access. "Maybe we just need security. We might need security for a certain age and a time limit on parties," Lee said. She also asked the city to consider new parking restrictions near San Jacinto where vehicles are reportedly blocking traffic on Avenue H; the mayor directed staff to follow up.
Kathy Henson, a former county treasurer who said she has lived in Rosenberg since 1977, told the council that she was blocked from accessing her online water-bill account after declining to fill out a city-distributed questionnaire. Henson said staff later re-enabled her account but that a second incident repeated the action. "You do not tell somebody they can't pay money due Rosenberg because you didn't fill out a sheet of paper," Henson said. She also told the council she was told a friend who completed the questionnaire was asked to provide a copy of her driver's license; Henson questioned the relevance of that request.
Mayor and staff responses: The mayor asked staff to follow up with residents after the meeting; a staff member told Lee to consult with Rigo for specifics on the reported parking problem. After Henson's remarks, staff invited her to speak with Joyce (staff) to resolve the billing access issue. The transcript does not show a council vote or policy change on these topics at the meeting.
