Staff said the property has not previously been platted and that the applicant is proposing a new industrial building with associated office space. Because public improvements and utility extensions are required to support the development, staff recommended a contingent approval: the planning commission’s recommendation would allow the application to proceed to council provided the civil plans receive final engineering approval before the final plat is recorded.
Commissioners asked why civil plans must be approved prior to plat recording; staff explained that municipal public improvements — including utility extensions and other attachments to city systems — must be reviewed and approved by engineering before final plat filing. No members of the public spoke on the item. A motion to recommend approval to city council contingent on civil plans review approval carried with all members voting aye.
The developer must complete civil plan revisions and obtain engineering sign‑off before the city will record the final plat.
