DeSoto council sends Hampton Road rezoning back to Planning & Zoning after PD questions

The DeSoto City Council voted unanimously March 4 to send a proposed rezoning package for roughly 85 parcels along Hampton Road back to the Planning & Zoning Commission for further review.
The ordinance under consideration would have amended the comprehensive zoning map to change multiple parcels along Hampton Road — between Pleasant Run Road and Beltline Road — from a mix of single-family, two-family, multifamily, retail and office districts to several urban districts, including Urban Center (U), Urban General, Neighborhood Services, Urban Neighborhood and Neighborhood Transition. City staff noted the public hearing on the rezoning had been conducted and closed at the council’s Feb. 18 meeting.
Councilmembers pressed staff about whether the city’s PDs (planned developments) were included in the Planning & Zoning review. Councilman Michael Berg asked whether the PDs had been reviewed by the commission and said he would prefer Planning & Zoning to take another look if property owners in PDs had not had an opportunity to comment. Planning staff told the council the Planning & Zoning Commission had approved the rezoning boundaries including the PDs, but later staff clarified that Planning & Zoning had in fact approved the zoning map with the PDs and the council had not returned the item to Planning & Zoning after PD removal. Concerned councilmembers said that inconsistency justified returning the matter to the commission.
Councilman Berg moved to remand the rezoning package to the Planning & Zoning Commission for further consideration; Dr. Diana Marks seconded the motion. The motion passed on a unanimous voice vote.
The council did not take additional action on the zoning map amendment on March 4; any future council meeting that receives Planning & Zoning’s revised recommendation will be the next formal opportunity for final action.
