Council approves downtown mural easement; EDC to oversee installation

Fulshear — The City Council on March 4 approved a mural easement agreement with KC Property LLC to allow the Economic Development Corporation to install a mural on a south-facing wall at 8030 FM 359 in downtown Fulshear.
Economic Development Corporation staff said the project began about a year ago with identification of local and regional artists and that the proposed mural images are intended to highlight Fulshear’s history and character. Staff said the city provided the artist’s sheet and an example of the artist’s work; the final design may be subject to minor edits during installation. Staff told council the property owner supported the installation and is interested in potential future redevelopment that would preserve the mural as an amenity.
Council discussion covered visibility and access for photos, potential impacts of future redevelopment that could obstruct the wall, lighting and protective coatings. Staff said the mural bottom would sit above an existing chain-link fence so pedestrians could photograph the mural from the street and the nearby parking lot. Staff acknowledged vandalism is a risk but said a protective coating would be applied and enforcement and rapid remediation would be used if graffiti occurred; the EDC indicated a commitment to address vandalism as needed.
Council member Patterson moved to approve the easement; Council member Barron seconded. The council voted by voice and the motion passed.
