Commissioners review strong fourth-quarter finances, amend Macaw Building ARPA retrofit budget and approve major records contract

Hidalgo County commissioners on March 2025 reviewed a detailed fourth-quarter financial report showing the general fund ended the year with revenues above the adopted budget and expenditures below the current budget, and they approved several year-end budget cleanups and capital appropriations.
The county’s budget director reported general-fund revenues of approximately $319.4 million for the quarter ending Dec. 31, 2024 — about 6% higher than the current budget projection — and expenditures of approximately $285.8 million, or roughly 92% of the current budget. The projection produced a year-end change in the general fund balance of about $33.0 million and an estimated ending fund balance of about $143.0 million, representing a notable increase from the beginning of fiscal year 2024.
Staff highlighted assigned fund-balance components, including an assigned stabilization (rainy day) fund of roughly $47.0 million (about 15% of the adopted 2025 general-fund budget) and an available-for-discretion balance of roughly $27.0 million. Officials said $42.0 million of excess revenues will be set aside for future capital projects, pending commissioners’ approval.
On the same day commissioners approved an amendment to the ARPA-funded Macaw Building retrofit project budget (ARPA project 21-125-015) and several appropriations and year-end transfers necessary to fund lease expenditures and capital items. The court also approved certification and appropriation of drainage-district reimbursements and additional road-and-bridge operating funds for maintenance.
Separately, the court approved a five-year land-records management agreement with GovOS Inc. for a total contract amount recorded in the meeting of $3,104,169.79 for cloud land records management and also approved related library and countywide procurement items and cooperative purchases across multiple departments.
County officials said the financial figures were unaudited projections and noted the audit process is underway. The budget office will post materials on the county website and provide spreadsheets to commissioners by request.
