Jin Chen of the city manager's office told the council that staff researched security solutions after a recent out-of-area mass-casualty incident and had contacted Meridian Rapid Defense Group. Chen summarized three options for council consideration: "Option A is to approve the proposed security plan in the amount estimated at $180,000, which would provide the highest level of security for the parade with minimal impacts to the current staff dedicated to the parade and weekend celebration." Option B would direct Public Works and the Torrance Police Department to create a modified security plan using existing equipment. Option C would be to take no action and plan the parade as in prior years.
Lieutenant Charles Fisher of Torrance Police Department said the proposed equipment deployment could reduce some personnel requirements and "we could see some funding coming back in that regard." Finance staff clarified that approval of the recommendation would not bypass normal procurement rules: "Approval of this is not necessarily approving this vendor per se. We'd still have to pursue that process," said Ian Daley, identified in the meeting as finance director. The finance director also reported that the current budget included roughly $144,000 for the parade and that adding the proposed $180,000 would increase total costs.
A member of the public and several council members urged robust protection for veterans and parade attendees. Councilman Matteucci moved that the council "concur with the recommendations 1 through 3."
