The Senate Judiciary Committee approved a committee amendment, 0709s, that replaces the original language of Senate Bill 153. Senator McConkie described the amendment as replacing the original bill and offering "an innovative public partner private partnership" designed to speed permitting and increase accountability and transparency.
Under the amendment described in committee, the bill would create a fast-track permitting process for residential home developers using a dual review system: the Department of Transportation (referred to in the transcript as NHD DOT) would review paperwork alongside an independent contractor "working on behalf of the taxpayers," according to Senator McConkie. He said the approach would cut permitting time by "over 1 year" while maintaining safety through the dual-review system.
Senator McConkie also described two committee corrections to the amendment: a change on the refund of unused retainage from an earlier timeframe (read in the amendment as 45 days) to 120 days after issuance of the permit, and a change to the bill's effective date from 60 days after passage to 90 days to allow the department time to bring on staff overseeing the program.
