Cupertino council splits sustainability from fiscal strategy in new framework

Cupertino — The City Council on March 3 voted unanimously to adopt a revised strategic framework that separates environmental sustainability and fiscal strategy into two distinct focus areas.
City Manager Pamela Woo and staff led a workshop to refresh council goals and to align a two‑year city work program with those priorities. In a presentation, staff said the split was intended to reduce ambiguity about which projects belong to environmental priorities and which belong to fiscal planning.
The change responds to council and community feedback that the prior single “sustainability and fiscal strategy” goal blended two very different priorities. “I’m appreciative of the fact that you split up the sustainability and fiscal strategy,” Council member Mohan said during the discussion, calling the move “a lot clearer.”
Staff described the council‑manager governance model and said the new framework is meant to help the council set strategic direction while staff focus on implementation. The Institute for Local Government (ILG) guidance and the city’s prior goal set (adopted in 2020) were cited in staff materials as background for the workshop.
The council’s motion to adopt the second framework passed on a recorded roll call with all members voting yes. Staff said the adopted framework will guide the prioritization exercise that followed and that staff will return with refined scope and resource estimates for projects that the council prioritizes.
What happens next: staff will use the revised framework in preparing the city work program and the capital improvement program (CIP) schedule. The council will review refined project descriptions and estimated staffing and funding in the April–June budget cycle to inform any final budget adoption.
