City staff said the maximum levy being proposed is 11.8705 (mills). Staff clarified the council was setting the maximum allowable rate, not certifying a final levy; the final certified rate may be lower when the council adopts the budget. A council member noted the proposed maximum is nearly one dollar lower than the current levy.
A motion to set the April 1 hearing at 11:45 a.m. passed by voice vote.
