Grayson County commissioners approve hazard mitigation grant, emergency services letter and series of county purchases

Grayson County Commissioners Court on Feb. 25 approved acceptance of a federal Hazard Mitigation Grant Program award and took a series of contracts, purchases and administrative actions affecting emergency services, public health and county facilities.

A county staff member told the court the county applied for the Hazard Mitigation Grant Program award through the Texas Division of Emergency Management (DR-4705) and that accepting the award would have "no local budget impact." The court voted unanimously to authorize the county judge to accept the award.

The court also authorized the county judge to issue a letter of approval and attestation allowing Acadian Ambulance Services of Texas LLC to operate emergency medical services in Grayson County. A county staff member said that provider would not provide 911 services inside incorporated areas but would augment county transport services. The motion passed on a unanimous voice vote.

The court approved an interlocal inmate-housing agreement with Fannin County that sets the housing rate at $87 per inmate per day. Captain Bigham (jail staff) told commissioners that Fannin County's legal office had not yet approved the document; the court voted to approve the agreement contingent on Fannin County's legal signoff and directed staff to return the executed document for the minutes.

On public health, the court approved entering a master service agreement with Dimaggi (vendor name in agenda) to provide a video directly observed therapy application for the county tuberculosis program. A public-health staff member said the app would let health staff count doses given on weekends and holidays and reduce field visits, while periodic blood draws would still be required. Commissioners approved the agreement; staff said the service would be covered by grant funding.

Other administrative actions approved without substantive debate included: routine payments of county bills; payment to the Texas Association of Counties Health and Employee Benefits Pool for March 2025; payment to J and J Paving LLC for a parking lot project on Crockett and Elm Street; approval of 2024 profiling reports for Constable Carter (Precinct 1), Constable Booher (Precinct 3) and Constable Douglas (Precinct 4); purchase of surplus kitchen equipment from Fannin County for the county jail's temporary kitchen for $1,250; cancellation of a separate bid because the county used a cooperative purchasing option for resurfacing an airport hangar floor; award of a preowned 2015 Freightliner Cascadia dump truck to D.L. Campbell Used Cars and Trucks for Road and Bridge Precinct 2; and approval of building commissioning services for the Grayson County Veil Expansion Project (proposal priced at $60,050 and budgeted).

Christina Fox, justice of the peace for Precinct 4, requested and the court approved construction of a new door for her clerk's office at the Van Alstyne subcourthouse to increase security and confidentiality. The motion carried unanimously.

The court also approved a victims coordinator and liaison grant resolution (with an amendment to attach required documents), and it approved the replat of Dixie Estates Phases 1 and 2 in Precinct 4 to adjust a petroleum pipeline easement. Commissioners discussed prior questions on commissioning proposals and noted budget coverage for the Veil Expansion commissioning work; Bob, a representative of AGCM Incorporated, attended earlier meetings to clarify outstanding questions.
