Council approves code clean-up: definitions update (Ordinance 717) passes 5-0

The San Gabriel City Council voted unanimously to introduce and waive full reading of Ordinance 717, a citywide zone-text amendment that adds and clarifies definitions used across the zoning code.
Senior planner Christine Song and planner Marlon presented the proposal (ZTA 24-005). Staff said the amendment adds commonly used terms such as "bedroom," "hedge," "lot depth," "primary use," and distinctions among retail, office and manufacturing uses. Song said the changes are targeted to improve consistency and make development review more predictable. The Planning Commission reviewed the draft in November and recommended approval, with minor changes to the bedroom definition to align it with the building code requirement for minimum bedroom size and inclusion of a closet.
Council Member Dean and other members complimented staff for the cleanup and clarity. Vice Mayor Menchaca moved the staff recommendation; Council Member Chen seconded. The motion passed 5-0. City staff will schedule the second reading and adoption at the next regular meeting; the ordinance would become effective 30 days after adoption.
Staff said the amendment is categorically exempt from CEQA under the common-sense exemption (CEQA Guidelines —Sec 15061(b)(3)).
