Commissioners approve amended joint-powers agreement altering LEC captain's supervision

Ramsey County commissioners on March 4 approved an amendment to the Lake Region Law Enforcement Center (LEC) joint powers agreement that clarifies the LEC administration will handle day-to-day supervision of the facility captain while maintaining the captain’s status as a Ramsey County employee.
County officials said the amended agreement makes the chain of command clearer: LEC administration will provide day-to-day supervision and the sheriff will be involved for disciplinary actions and notified of significant personnel matters. The county noted the change does not alter the county’s payroll or the captain’s county employment status or the county’s existing obligations under the original JPA.
A motion to approve the amended agreement was made, seconded and passed by roll call. Roll-call votes recorded Hodis, Frith, Volk, Wilhelmi and Gessner voting aye.
Supporters said the amendment should streamline administrative responses to incidents inside the law enforcement center because on-site administrators are present in the facility more frequently than county officials. Commissioners said the change improves clarity of the local chain of command without shifting pension or payroll obligations away from the county.
