Commissioners approve several road-related payments and authorize routine maintenance purchases; consider cost share on Grams Island chip seal

Ramsey County commissioners on March 4 approved a slate of road-related payments and routine purchases, voted to follow state timing for seasonal weight limits and discussed a potential cost share with Benson County for a chip seal project on Grams Island Road.
The board approved two late invoices from engineering firm KLJ totaling $19,680.17 for design work on 80 Ninth Avenue (Township assistance program) and an additional KLJ pair of invoices totaling $3,648.33 related to the thin-lift overlay closeout on County Road 3. Roll-call votes for the KLJ payments recorded commissioners Hodis/Hodes, Frith, Oak/Volk, Wilhelmi and Gessner voting aye.
Staff also reported a corrected final invoice from the North Dakota Department of Transportation (federal-aid culverts/flood repairs) and the board approved payment of $2,037.28. The county noted some DOT invoices had missing signature pages and that federal reporting and matching requirements may follow in final closeout.
Road Superintendent Kevin requested approval to order approximately $3,800 in filters for spring maintenance and to purchase carbide-coated cutting edges for five motor graders at a quoted combined cost of $14,240.20, which the board approved. Kevin also said the county plans to put the wings on graders and perform servicing in March.
Commissioners moved to adopt county seasonal weight limits concurrent with state highways and approved sending a letter asking the State Highway Patrol for help enforcing weight limits this spring.
The board also discussed an estimate from Benson County’s engineer for a chip seal on Grams Island Road: Benson asked if Ramsey County could commit to half of a $143,906 estimate (Ramsey’s estimated share approximately $71,953). Commissioners noted the road has sections controlled by both counties, that some existing county funds (prairie-dog fund, Bank of North Dakota dividend, and snow-disaster funds) might be used, and directed staff to reach out to state parks and Benson County and to recommend changes to the inter-county agreement before committing funds.
Finally, the board authorized standard bidding advertisements for gravel, chip seal, road oil and hot mix overlay projects.
