Bannock County signs restorative justice contract, authorizes Families in Action grant application

Todd Moger with Bannock County Juvenile Justice asked the Board of County Commissioners to sign a contract for a restorative‑practices grant awarded through the Idaho Department of Juvenile Corrections. Moger said the award funds restorative practice, circle and restorative conference training for 30 people and training to create 10 trainers from that group.
Moger said the contract will cover books for 30 participants and that he will serve as a trainer; the International Institute for Restorative Practices (IRP) would also come to provide trainer‑of‑trainers instruction. He told the commission the contract was submitted to county legal staff for review.
County legal staff (Jonathan) noted the contract’s governing‑law clause names the state of Pennsylvania for litigation but recommended the county sign the contract because litigation risk was unlikely. Jonathan said, “I don't see it as a significant risk,” and recommended the commission approve signature.
A commissioner moved to approve signature on the contract; the board approved the motion by voice vote.
Separately, staff notified the commission of an intent to apply for a Families in Action grant for an evidence‑based, six‑session substance abuse education program. The grant application request covers books, leader training and facilitator pay for multiple cohorts; staff requested permission to submit the application. The commission authorized staff to proceed.
Both actions were approved by voice vote with no roll call recorded in the transcript.
