The City of Miami Civil Service Board voted on Feb. 14, 2025, to grant a hearing on a complaint filed by Mary Lugo, an impact fee coordinator, who alleges the Feb. 14, 2025 interview process for a zoning permit supervisor position used questions that disadvantaged applicants not working inside the hiring department.
The meeting record shows the complaint was submitted by an attorney identified in the record as OCK Rand on behalf of Mary Lugo and requests an investigation hearing pursuant to civil service rule 16.1 and 16.2. The complaint alleges violations of civil service rule 6.3 and 6.5, cites article 17 and section 6.2 of the AFSCME collective bargaining agreement, and references section 36 of the City Charter concerning the interview process.
Lynette Geary, assistant city attorney, told the board she had no objection to granting the hearing. A motion to grant the hearing passed on a voice vote recorded as "Aye." After the vote, the requestor asked the board to schedule the hearing "as soon as possible"; board staff said it was unlikely the hearing could be held the next month because two hearings were already scheduled. One board member asked for at least a month for the requester to prepare and for staff to complete an investigation.
The board did not set a date at the meeting. Staff said they would notify the parties when the hearing can be placed on the calendar.
