Council approves sanitary sewer cleaning and CCTV contract; council asks for full bid files

The City Council unanimously approved an award for the city's annual sanitary sewer cleaning and CCTV (televised inspection) program and asked staff to supply the full procurement files that were missing from the meeting packet.

City engineering staff said the program cleans and televises sanitary sewers to identify requirements for root treatment, lining and other repairs. The work before council covers Sanitary Sewer District 3 (between 9 and 10 Mile roads, West city limit to Jefferson) and staff described the low bid as roughly $297,000 for the base CCTV work. Staff requested authority to award the contract to Duke's (the low bidder) and to add a 10% contingency to the award. Councilmember Vitale noted Duke's was about $60,000 below the next bidder and said the firm has worked in the city previously; Councilwoman Roussy asked for the full RFP and bid documents, which were not included in the packet.

City staff acknowledged the missing RFP and bid submissions and said they would provide the documents to council. A councilmember moved to award the CCTV/cleaning contract to Duke's and to include a 10% contingency; council members approved the motion 7-0.

Why it matters: regular CCTV inspection and cleaning is part of the city's preventative maintenance program to detect roots, displaced joints, holes and other conditions that can lead to basement flooding, sinkholes or the need for lining and repairs. Council discussion also highlighted the council's preference to review full procurement materials for transparency and oversight.

Next steps: staff will provide the RFP and bid documents to council and proceed with the contract award and scheduled televising for District 3; repair recommendations based on CCTV findings will be brought to council as needed.
