Transylvania County subcommittee selects LS3P to design three school bond projects

A joint subcommittee of Transylvania County Schools and the Transylvania County Board of Commissioners voted to award architect services to LS3P for three school bond project scopes and set a date to interview project manager candidates.
The subcommittee selected LS3P to provide design and project management services for Brevard High School scope 2, Brevard-area renovations and Rosman-area renovations after reviewing written RFQ responses and a scored matrix of qualifications. Committee members approved the recommendation by voice vote.
The selection followed a joint request for qualifications issued in late 2024 and four firms responding. The subcommittee said it ranked proposals on factors including demonstrated ability to meet budgets and timelines, capacity to manage projects of similar size and complexity, k–12 public school construction and renovation experience in North Carolina, large-project competency, and overall professionalism. The scoring rubric in the materials used a 1–5 scale, with 1 indicating "excellent" and 5 indicating "not demonstrated." LS3P received the highest combined score in the subcommittee's matrix, followed by Sizemore, Peacock and Domaker Architects.
The subcommittee's requested action was to select an architect or architects for the three scopes; members were given the option to award all three scopes to a single firm or to split them among firms. After a motion to award all three scopes to LS3P and a second, members voted in favor and the motion carried.
The subcommittee also agreed to a follow-up meeting to interview candidates for the project manager position. Members selected March 21 from 2 to 5 p.m. at County Administration for three consecutive interviews, opening in public in the Commissioners Meeting Room and recessing to the conference room for closed-session interviews. The subcommittee stated that the closed sessions would not be open to the public and that following interviews the group would make a recommendation for hire.
Meeting materials provided to members included the RFQ supplementals, the subcommittee ranking matrix, and the three scopes of work. The record shows four respondents to the joint RFQ and the stated ranking order, but the contract award and any subsequent hiring recommendation remain subject to standard procurement and hiring processes.
Next steps identified by the subcommittee are to conduct the project manager interviews on March 21 and return with a recommendation for hire; no contract award documents or formal contracts were described during the meeting.
