Key outcomes
- Dozens of appointment resolutions: The council moved, voted and approved a large slate of appointment and reappointment resolutions across advisory and regulatory bodies (for example, the Board to Promote Self-Sufficiency, Martin Luther King Jr. Holiday Commission, Human Trafficking Prevention Coordination Council, LGBTQIA+ Commission, Recreation and Parks Board, Public Works Board and commissions related to disabilities and opioid restitution). Several appointment resolutions to the new Opioid Restitution Fund Commission were approved with staggered initial terms via amendments to establish term staggering.
- Easements for BGE communications infrastructure (CR 44 20 25 and CR 45 20 25): The council approved two easements for Baltimore Gas and Electric (BGE) to install fiber infrastructure on county property (Rockburn Park and along Church Avenue) and approved an amendment that requires BGE to report one year after construction and annually thereafter on contracts entered, costs to county ratepayers and any county benefits derived from third-party use of dark fiber. The amendment passed on a council vote and the resolutions passed as amended.
- Executive reorganization (CB 9 20 25): The council approved an ordinance clarifying departmental responsibilities in county operations and finalized language that preserved engineering and surveying functions in the Department of Public Works while confirming that the Department of General Services would retain architectural responsibilities for county buildings. Amendment 1 to CB 9, clarifying roles on operations such as mowing, landscaping and which department handles engineering activities, passed; CB 9 as amended passed.
- Inspector General Advisory Board (CR 62 20 25): The council approved formation and member appointments to the Inspector General Advisory Board with initial terms specified.
- School capital request and scheduling (CR 63 20 25 and CR 64 20 25): The council considered Council Resolution 63, which would amend the Board of Education’s request to the Interagency Commission on School Construction (IAC) to account for additional funding in the fiscal-year 2026 capital request. Several councilmembers expressed they had not had a public hearing on the substance of CR 63. The council voted to table CR 63 and approved Council Resolution 64 to call a special legislative session on March 12 to take up the matter and provide a public hearing in advance of the state submission deadline.
Other procedural actions included suspending scheduling rules to set new deadlines for budget amendment pre-filing dates in May and shifting a January pre-file date in December to avoid a holiday.
