"We need to make sure this umbrella catches everybody. But in the same token, we need to make sure we don't inadvertently, prosecute somebody that, unbeknownst to them, has taken the training that this bill is gonna require, and then send them to jail because they didn't know," the staff member said.
The staff member also raised a public-safety scenario and enforcement timing, saying illicit activity could move from one short-term rental to another before action could be taken. "By the time that we could have a prostitution ring going on there, they've moved to another house, which is also considered a hotel, with the marketplace facilitator," they said.
