The council’s action follows a staff presentation and a lengthy public hearing that included planning staff, the applicant’s team, and about a dozen residents who raised concerns about water supply, emergency response times, traffic and the effect on parks and schools. Mark Niskinen, the city’s contract planner, summarized proposed refinements to the 2014 Sierra Point Specific Plan and explained the council was being asked to adopt an addendum to the certified environmental impact report, approve a minor specific-plan amendment, adopt a general-plan amendment for consistency, introduce a prezone ordinance and authorize an application to LAFCO.
