Planning staff presented the City of Cotati’s 2024 Housing Element Annual Progress Report (APR) and asked the Planning Commission to review the document and file it for future discussion.
“The housing element is one of the seven required elements of the general plan,” Planning Technician Eli Adeola told the commission, noting that the city must submit APRs each year to the Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research by April 1.
The report summarizes local progress toward the city’s Regional Housing Needs Allocation (RHNA) and implementation of housing-element programs. Adeola said Cotati’s sixth-cycle RHNA is apportioned by income: 60 very low-income units, 34 low-income units, 39 moderate-income units and 101 market-rate units — a total of 234 units. He also told commissioners that only 16 units shown in one reporting table currently count toward RHNA because a unit counts only after a building permit is issued.
