Board reviews 10 student- and staff-related policies in first reading, no votes taken

The Monticello Public School District board conducted a first reading on March 3 of ten policies covering student records, access to students by outside agencies, disability nondiscrimination, violence prevention, hazing, parental/family/marital status nondiscrimination, staff notification about violent behavior, immunization requirements, recitation of the pledge of allegiance and use of peace officers to remove students with IEPs.
Rob Daneker, the district’s director of human resources, said the policy reviews are part of the board’s scheduled review cycle and that some items reflect recent legislative updates. He described the contents at a high level and said there were no substantive changes requiring immediate board action.

- Policy 515 (Protection and Privacy of Pupil Records): Minnesota’s student data privacy requirements are robust; the policy is extensive and updated as part of the cycle.
- Policy 519 (Interviews of Students by Outside Agencies): Procedures for access to students during the school day were reviewed; district administrative practices remain unchanged irrespective of the specific law-enforcement entity involved.
- Policy 525 (Violence Prevention) and 529 (Hazing Prohibition): The board reviewed language aimed at maintaining safe learning and working environments.
- Policy 528 (Student Parental/Family/Marital Status Non-discrimination): Reviewed to align with Title IX and Minnesota Human Rights Act obligations; relates to recent Title IX policy updates made in February.
- Policy 529 (Staff Notification of Violent Behavior by Students): Daneker noted that statute permits notification of staff when a student has a documented history of violent behavior and that the legislature carved that exception out of general data privacy rules years earlier.
- Policy 530 (Immunization Requirements) and Policy 531 (Pledge of Allegiance): Both were reviewed for the regular cycle; no legislative changes required. Policy 532 (Use of Peace Officers and Crisis Teams) includes minor legislative updates related to school resource officers.
No board action was taken; Daneker said the policies will return for second reading later in March.
