Committee roundup: council committees forward multiple nominations, zoning and record-disposition items to full council

Lancaster City’s committees advanced a series of nominations, resolutions and bills to the full council for upcoming readings during the March 3 committee meetings.

Personnel committee - The personnel committee moved the nomination of Stephen Gross (nomination for appointment to the city utilization and improvement zone authority as stated in the committee packet) to the next full council meeting. Councilor Cleese moved the nomination and the committee voted to forward it. - The committee also moved a reappointment: Jessica Emmy was moved forward for reappointment to the Board of Health; she had completed an 18-month term filling the seat of a retiring public health educator and indicated interest in continuing to serve.

Finance and committee of the whole / city administration items - The Finance Committee moved the ordinance authorizing the 2025 general obligation bond (bill number 1 20 25) to full council for first reading on March 11; details and debt schedules were distributed at committee. Public safety - The Public Safety Committee forwarded Resolution No. 18 20 25, which authorizes disposal of certain obsolete police records in compliance with the municipal records-retention schedule. Committee discussion described categories on the list (citations, animal complaints, abandoned-vehicle reports and related permitting documents) and staff said the earliest records on the list date from about 2018 and the most recent from about 2022.

Community planning - The Community Planning Committee moved two amendments to the city’s sewage facilities plan to full council: (1) administration resolution 20 20 25 to add a subdivision (a single building to be converted into four apartments) and (2) administration resolution 22 20 25 for three new single-family attached dwellings at 617 Fremont Street. Both were forwarded to full council for March 11. - The committee also introduced Administration Bill 2 20 25, a zoning ordinance amendment tied to property transfers and a land swap involving the School District of Lancaster, the Lancaster Recreation Commission and Brandon Park/Price Elementary School. Staff said additional public presentations will be provided March 25 and a hearing and council action are scheduled for April 8; the committee moved the bill to full council for first reading on March 25.

Committee of the whole - The committee moved Resolution 19 20 25 to appoint special counsel for collective bargaining (to assist with upcoming AFSCME negotiations). Staff said the proposed outside counsel would be engaged on an hourly basis at about $365 per hour; the committee forwarded the resolution to the March 11 agenda. - The committee also moved Resolution 21 20 25 recognizing Women’s History Month to the March 11 agenda.

Committee votes to forward do not constitute final votes on any ordinance or resolution; final enactment will depend on full-council readings, hearings and formal votes.
