On the secretary-general’s role in ceasefire talks, Steph said, “the secretary general is not a party to these negotiations,” and added that inserting himself “at this point would not be helpful.” She said the secretary-general wants the parties “to live up to the commitments” and to avoid a return to hostilities, noting the humanitarian consequences for civilians and hostages.
When asked whether the secretary-general would be receptive to an external audit with access to UN agency payment systems, Steph said UN programs “are thoroughly audited both internally” and that external auditors chosen by member states “have access to all the information they need to provide an audit as auditors do.” The spokesperson emphasized that auditors report to the General Assembly.
On the question of a UN peaceforce or other active UN role in a post‑war Ukraine, Steph said any UN peace operation of that kind would require a Security Council resolution and the UN will be “supportive of efforts” while remaining cautious about pre‑empting next steps until proposals are defined.
The briefing also noted personnel and outreach items: Anthony Ngororano of Rwanda has been appointed by the secretary‑general as the UN resident coordinator for Madagascar and began his assignment over the weekend; the spokesperson also flagged World Wildlife Day and the secretary‑general’s message about financing conservation.
