Appropriation ordinance (Bill 27 / Ordinance 36-79) Raylan (finance staff) described the appropriation ordinance as a roll-forward of purchase orders (POs) from fiscal year 2024 that were budgeted but either not invoiced or not delivered before year-end. Examples included ordered furniture, a police Harley, construction-related work (Lions Park concrete pad), hydrology work at Wilson Drain and an ongoing comprehensive-plan amendment. Councilor Algarve sponsored Bill 27; the council passed the ordinance by unanimous voice or roll-call vote.
Burglary and fire alarm ordinance (Bill 26 / Ordinance 36-78) Police and fire officials and the council explained amendments to the city code governing burglary and fire alarms to clarify terms for fire alarms and to support a graduated approach to frequent false alarms. Chief Perry said the year-to-date false-alarm count included 87 fire alarms and that the ordinance targets commercial and multi‑family systems rather than single-family residences. Councilor Dody sponsored Bill 26; council passed the ordinance unanimously.
Stormwater ordinance (Bill 25 / Ordinance 36-77) (See separate article for extended coverage.) Council approved first passage by title and summary publication unanimously.
Annexation into Caldwell Municipal Irrigation District (Bill 28 / Ordinance 36-80) Council approved annexation of the Gooch’s Subdivision into the Caldwell Municipal Irrigation District. Councilor Doty sponsored Bill 28; the motion passed unanimously.
Finance report — accounts payable The finance committee moved to accept accounts payable for the period ending Feb. 25, 2025. The motion listed accounts-payable checks totaling $4,225,386.13 and payroll/electronic payments totaling $720,636.83; council approved and vouchers were filed with the city clerk.
