The Mooresville Board of Commissioners approved a rezoning for an approximately 84.853‑acre site on Wiggins Road (RZ2024‑11) at its March 3 meeting, changing the parcels to Residential Low Intensity and directing staff to update the town’s future land‑use map to rural residential.
Erica Martin, Director of Planning, said the four parcels are remnants of a prior, larger conditional zoning case from 2011 and 2012 that was largely extinguished when the Mooresville Business Park East was created. Martin said the town initiated the rezoning to remove legacy conditional districts and allow administration under the current Unified Development Ordinance.
Under the proposed residential low‑intensity district the site could develop at one dwelling unit per acre, or up to three dwelling units per acre if the overall site meets a 30 percent impervious surface threshold. Martin noted the site is in the Back Creek Watershed and that topography, streams and access requirements make the practical unit yield lower than theoretical maximums; she said that if the site were to develop it would likely be under 99 units due to constraints and the need for a second entrance above that threshold.
Martin also explained staff and the planning board consider the rezoning consistent with the town’s map amendment standards except for the current future land‑use designation, which shows the parcels as employment/flex industrial; both staff and the planning board recommended approval with an accompanying update to the future land‑use map to rural residential.
Commissioner DeWeese moved to approve RZ2024‑11 and the associated future land‑use change; Commissioner West seconded and the motion passed on a voice vote. The owners of the parcels — John and Paige Meadows and Donald and Barbara Meadows — participated in the rezoning process and signed the necessary documentation, staff said.
