City staff introduced a request for reconsideration regarding the Verbena Ranch annexation and PUD at the March 3 Caldwell City Council meeting. The staff presentation limited the council’s action to whether to place the reconsideration on a future calendar; it did not reopen debate on the project’s merits.
Oscar (staff member) said the request was timely and allowed by Caldwell City Code and that accepting it would schedule a future public hearing where proponents and opponents could present testimony. Councilor Kelsey Williams moved to approve the request for reconsideration; Councilor Doty seconded the motion.
Council members asked whether the future hearing would allow witnesses to testify again; staff replied that notice would be provided and that both proponents and opponents would have the opportunity to make presentations and offer corrections to the record.
The council held a roll-call vote. The motion to accept the request for reconsideration passed (5 in favor, 1 in opposition). The vote clears the way for a future public hearing on the Verbena Ranch annexation and PUD; no decision on the project itself was made on March 3.
When the item returns, the council will consider the developer’s application and any testimony presented at that public hearing.
