County Attorney Michelle Ford told the Board on March 3 that homeowners along Old Yawlowski Road have petitioned the Department of Transportation to close a portion of the road and that state statute requires the county to hold a public hearing on the matter.
Ford said the petitioners are represented by Catherine Hemphill and provided a legal description of the segment requested for closure: a portion of Small Ollianowasee Road (NCSR 1510) running westerly from the intersection of Grandfather Lake Road (formerly NCSR 1539) and the non-abandoned easterly section of Ogliana Rossi Road (formerly NCSR 1510) to the lower entrance/exit of U.S. Highway 221.
Given timing and staff steps required, Ford recommended the county place the public hearing on the first board meeting in May. The board adopted a resolution setting the public hearing for May 5 at 6:30 p.m.
Members noted parts of the roadway already have been blocked with rock and that a middle section of the road has been closed previously in 2012.
Why it matters: A road closure would alter public access and maintenance responsibilities for residents and the county; the hearing will allow affected property owners, petitioners and other residents to present evidence and objections before the board makes a final decision.
The board directed staff to proceed with the public-notice steps required for the May 5 hearing.
