Eleazar, a presenter representing the regional arts initiative, told the Stockton Arts Commission during its March 3 meeting that organizers are working to establish a San Joaquin County Arts Council and would seek letters of support from the county and cities to apply for a state program.
The presenter said the California Arts Council’s State Local Partner program requires a region to apply through an established local partner and that Amador Arts Council has been acting as a mentor. "The theory of the mentorship is that the mentor, this case being Amador Arts Council, is there to support and empower the work in the region," the presenter said. He added that Stockton Art League has stepped forward as a potential regional applicant and that an MOU would be needed to manage fund flow.
Why it matters: the State Local Partner Program (SLPM) enables regions without an established county arts council to apply for state support for grants, technical assistance and youth programs such as Poetry Out Loud. Organizers said countywide coordination could expand grant access and technical assistance across Stockton, Lodi, Tracy and other cities.
What organizers told commissioners: the presenter summarized past funding and outreach. He said a CME round 1 award of $25,000 from the San Joaquin Community Foundation supported development work and that an earlier SLPM-related award (mentor arrangement) came via Amador Arts Council; the presenter did not specify the SLPM award amount sent to the region. He described outreach meetings, a stakeholder map based on supervisor districts, and plans to ask the Board of Supervisors and willing cities for letters of support for a future regional application.
Commissioners asked about governance, control and timelines. Commissioner Molina and others said they want assurances that a regional council would not overpower local arts bodies and asked how the mentorship arrangement would affect decision-making. The presenter said the mentor left funds "untouched" until a local entity was ready and described the mentor role as supportive rather than directive.
Next steps and requests: the presenter asked the commission to "keep us in mind" and indicated organizers will seek letters of support from the county supervisors and from cities when the application is ready. He did not make a formal request for a letter at the meeting.
Context and limits: the presenter said program details such as grant sizes, number of grants or precise eligibility remain to be defined; commissioners pressed for more specifics and suggested routine coordination among city arts bodies to avoid duplication.
Ending: commissioners thanked the presenter. No formal commission action was taken on San Joaquin arts council formation at the March 3 meeting.
