Lynnwood council approves Scriber Creek Trail Phase 3 contract, Siemens upgrade and payroll by unanimous consent

The Lynnwood City Council on March 3 approved a contract for Scriber Creek Trail Phase 3, a Siemens agreement to upgrade the city's building management system, and routine claims and payroll by unanimous consent during a special business meeting.

The approvals were taken as part of a unanimous consent agenda; no items were removed for separate discussion. The trail contract is the largest single item on the consent list and will fund Phase 3 construction of Scriber Creek Trail.

Council members authorized the mayor to enter into and execute a construction contract with Bayshore Construction Company of Arlington, Washington, for Scriber Creek Trail Phase 3 in an amount not to exceed $5,103,615. The council-approved authorization includes a 15% contingency, bringing the total authorized amount to $5,869,157.

The council also approved an agreement with Siemens for $150,148.59, excluding tax, to facilitate an upgrade of the city's building management system.

Routine financial items approved by unanimous consent included Voucher A, claims totaling $1,598,220.20 for the period Feb. 3, 2025, through Feb. 16, 2025, and payroll in the amount of $1,796,721.03 dated Feb. 7, 2025.

All consent items were approved by unanimous consent. Present at the special business meeting were Mayor Frizzell; Council President Veil; Council Vice President Bridal; and Council members Decker, Escamilla, Hurst and Parcel. No public comment or separate deliberation on the listed consent items was recorded in the special meeting portion of the transcript.

After the unanimous-consent approvals the council adjourned the special business meeting and moved into its regular session.
