The board awarded the Village Park fiber optic construction contract (project 64078‑72092) to DeLuca & Tobin Cable Contractors for $298,646.88. Trustees amended the funding source during the meeting: the motion as approved directs $30,000 from water utility borrowing (not impact fees) and $231,500 from general obligation debt, increasing total Village Park project funding to $261,500. Village Manager Mark Fitzgerald and Public Works staff said the work will allow a new camera system at Village Park and will also connect a nearby water booster station to fiber; staff estimated the fiber project will be completed by May with cameras installed soon thereafter.
Trustees unanimously approved the Grand Avenue water main relay, storm sewer and street reconstruction contract (project 41240) to Always Contractors Inc. for $1,142,023.65. Public Works staff said the scope includes full roadway reconstruction from Woodlawn Drive to the Bugline Trail, a backbone storm system to collect sump pump discharge, and some path work adjacent to the park; staff emphasized the measure would address recurring pavement damage caused by sump pumps.
The board also awarded the Theodore Avenue water main and sewer lateral replacement (project 72085) to MJ Construction in the amount of $775,953. Public Works said the project replaces an aging water main, installs new PVC 8‑inch main and provides lateral replacement options for homeowners through an MMSD partnership to reduce infiltration to the sanitary system.
All three contracts passed with unanimous board approval after brief discussion. Staff said bids for the fiber project attracted several contractors, and that the Grand Avenue and Theodore Avenue projects received competitive bids.
Trustees instructed staff to proceed with the awarded contracts and the amended funding as recorded in the meeting motion; specific start dates and detailed construction schedules were not provided at the meeting but staff described sequencing and utility tie‑ins.
