Historic Landmark Commission approves window replacements and new house certificate-of-appropriateness

The Denton Historic Landmark Commission on March 3 approved two certificates of appropriateness, one to replace exterior windows at 704 West Oak Street and another to allow construction of a new one-story residence at 2203 Houston Place.
The commission voted to approve a request to replace 21 main-residence windows and remove 13 nonhistoric storm windows at 704 West Oak Street, in the Oak Hickory Historic District, subject to staff conditions. Historic preservation staff said the house, built about 1951 and owned by Sargon Eshaya, currently has single-pane, wood-frame, multi-light double-hung windows and nonhistoric storm windows. The proposed windows would be double-pane, pine and painted white, retaining the horizontal-light double-hung pattern. The staff recommendation included a condition that "prior to any issuance of any building permits, confirmation and or updated window specs showing the implementation of a horizontal light picture window in that main living room window" be provided, because the large picture window’s future was unclear in the application.
Commissioner McKenna moved approval of the window request with the listed conditions; the motion was seconded and passed by voice vote.
The commission also approved a certificate of appropriateness for a new, approximately 2,200-square-foot, one-story residence at 2203 Houston Place in the West Oak Area Historic District. Staff told the commission the proposed house would include three bedrooms, two full bathrooms, one half bath and a two-car garage, and that the design includes a broad front entry porch, double-hung windows and a cross-gabled roof—features staff said are found in nearby houses. The proposal includes rooftop solar panels shown in the backup materials. Staff recommended approval, saying the design met the Secretary of the Interior’s Standards for Rehabilitation and section 4.90.6(c) for the West Oak Area Historic District.
Randy Park, identified in staff materials as the property owner, attended and said the house is intended to become owner-occupied and described that the project is for a family member. Commissioner Sherman moved approval; the motion was seconded and passed by voice vote.
