Staff recommends five-year conditional-use permit for outside vehicle storage at Strickland Plaza

City planners recommended approval with a five-year time limit of a conditional use permit to allow outside vehicle storage at a 0.42-acre lot at 116, 120 and 124 Strickland Plaza.
Haley Riddick, planning staff, said the property is currently paved, enclosed by a blind fence and already used for auto sales and outside storage. Riddick told the commission the owner is seeking formal authorization to store additional vehicles on the southern portion of the lot to expand the business.
Because the site is inside the Heritage Crossing District (HCD), which is in transition, staff recommended a time-limited CUP to allow the commission and city council to review the use as redevelopment progresses. Riddick explained that “city council is able to make permit conditions” including limits such as time, landscaping or buffer yards and recommended a five-year review so the council could renew the CUP or require cessation at expiration.
A commissioner confirmed the lot has been used for vehicle storage and towing for many years; a commenter noted prior use as a recovery lot for Luke 12 Towing. Riddick said staff had received one comment form in support and none in opposition and that the lot already had a paving permit.
No vote was recorded at the work session; staff presented the recommendation and answered questions. The matter will advance to the public hearing where the Planning and Zoning Commission will make any formal recommendation to the City Council.
